Dr. Alexia Nalewaik is a professor of project management and sole practitioner consultant, the owner of QS Requin Corporation. She has over 25 years of experience in audit, systemic risk, project analytics, governance, and cost engineering. Alexia is Research Chair of the International Cost Engineering Council (ICEC). She is a Fellow of RICS Americas, AACE International, the Guild of Project Controls, and ICEC. She is a Past President of AACE International, and a Past Chair of ICEC. She is also a member of the American Society of Civil Engineers, IPMA-USA, and the National Association of Construction Auditors.

What are the criteria for selecting and financing successful projects? How does perspective affect decision-making? How is cost-benefit analysis used to influence agencies and policymaking?

This workshop focuses on project cost-benefit analysis, a subset of project economics. In addition to quantitative analysis, it covers qualitative analysis. The material is offered clearly in an easily understandable format with straightforward maths, applicable not just to engineering and construction projects but also to social sciences projects and major events. It includes topics such as: stakeholders, risk, ethics, bias, and political applications, in order to provide a whole-perspective theory of cost-benefit analysis, and looks beyond the project selection phase to what happens if the selected project does not deliver. This workshop will be useful to project owners, project team members, and management professionals.

Presentations on this topic are often written for finance professionals and tend to have a purely financial point of view, relying heavily on the use of spreadsheets and discussion of economic theory. Those written for engineering professionals tend to focus on modeling and substantial quantitative analysis, with terminology and mathematics that scare away project management professionals in less technical fields. This is something in-between the above, specifically focused on projects, presented in a straightforward and accessible manner. Core concepts of cost engineering and project management, ethics and bias, stakeholders, and risk need to be understood and established before any qualitative or quantitative evaluation of the project can be performed. There is much more to project cost-benefit analysis than just economic theory.
