The 2017 Policy Address announced the launch of the pilot Multi-functional Smart Lamppost scheme at selected urban locations to support the building of a smart city with city-wide coverage of data and network.  The smart lampposts will provide convenient data services and collect various real-time city data, enhance city and traffic management, and complement the future infrastructure development for fifth generation (5G) mobile communications services in Hong Kong.

Under the Pilot Scheme, some 400 smart lampposts will be equipped in phases with smart devices in four selected urban locations in Central/Admiralty, Wan Chai, Yau Tsim Mong and Kwun Tong/Kai Tak Development Area to collect real-time city data at district level, such as meteorological data, air quality, traffic flow, etc.  The Government has been adopting various measures to protect privacy, step up publicity and public engagement and explore privacy friendly technology solutions.

We actively explore the use of Light Detection and Ranging (LiDAR) technology to replace camera in detection of vehicle speeds and identification of different types of vehicles.  Besides, positioning devices including Geo-marker, Geo-QR code tag, Bluetooth beacon and RFID tag are installed.  All data collected will be released to the public as open data via the Public Sector Information (“PSI”) portal (  The data will be useful to support government services and development of innovative applications by the industry, such as providing citizens and tourists with information about public facilities in their vicinity.

  • Prior online registration is required.  Walk-in registration will not be entertained.
  • Limited number of seats with social distancing is available at the Surveyors Learning Centre.
  • Participants should scan the “LeaveHomeSafe安心出行” QR code with their mobile phones or register their personal information in the online Health Declaration Form upon arrival at the Surveyors Learning Centre.
  • Participants will be denied entry if they fail to scan the “LeaveHomeSafe安心出行” QR code or complete the online Health Declaration Form.
  • Participants will be denied entry to the Surveyors Learning Centre if they have been travelling abroad, or have been in direct contact with someone who has tested positive for COVID-19, or have any symptoms of COVID-19 (including but not limited to fever, cough, shortness of breath, breathing difficulty, sudden loss of taste or smell and/or sore throat) in the last 21 days, or have been confirmed with COVID-19 or undergoing compulsory quarantine or medical surveillance arrangements of the HKSAR Department of Health.
  • Participants are required to wear a surgical mask at all times at the Surveyors Learning Centre.
  • Eating and drinking is not allowed at the Surveyors Learning Centre.
  • Disinfection service has been arranged at the Surveyors Learning Centre (comprising the Lecture Room, Meeting Room 1, Board Room, Library and Meeting Room 2).
