Background

The Lifts and Escalators Ordinance (Cap. 618), the Lifts and Escalators (General) Regulation (Cap. 618A) and the Lifts and Escalators (Fees) Regulation (Cap. 618B) coming into force on 17 December 2012 is applicable to lifts and escalators in both public and private sectors and introduce a series of enhanced control safety measures by the following means:-

 

(a)               Equipment compliance;

(b)               Quality control

(c)               Safety examination

(d)               Setting of standards

(e)               Prosecution

(f)                Registration system

(g)               Public monitoring

(h)               Record keeping

 

The Responsible Persons, including owners of a lift/escalator and any other person who have the management or control of the lift/escalator, have the duty to ensure their lift/escalator is kept in a proper state of repair and in safe working order

 

This seminar is as a workshop to (1) give an overview on the management of lifts and escalators by the Responsible Persons under the Lifts and Escalators Ordinance (Cap. 618) and (2) introduce  the solutions for enhancing the safety, reliability and comfort of the existing lifts in Hong Kong through modernization.

 

Seminar Content

 

Part1

The following topics regarding management of lifts and escalators by the Responsible Persons under the Lifts and Escalators Ordinance (Cap. 618) will be presented:-

(1)   Overview of the Lifts and Escalators Ordinance (Cap. 618);

(2)   Effective management of lifts and escalators; and

(3)   How to select registered lift/escalator contractors to carry out maintenance.

 

Part 2

Based on the “Guidelines for Modernizing Existing Lifts” issued by EMSD, an overview on the solutions for enhancing the safety, reliability and comfort of the existing lifts in Hong Kong through modernization will be presented. These solutions include:

(1)   Installation of double brake system;

(2)   Installation of unintended car movement protection device;

(3)   installation of ascending car overspeed protection device;

(4)   Installation of car door mechanical lock and door safety edge;

(5)   Installation of intercom and CCTV system;

(6)   Installation of obstruction switch to protect suspension ropes; and

(7)   Installation of automatic rescue devices.

The major factors needed to be considered for lifts modernization works such as space availability, technical feasibility and cost implications will also be highlighted.
