The Former Fanling Magistracy (FFM) commenced operation in September 1961 and was the first magistracy in the New Territories. In 2001 a Grade 3 status was accorded in recognition of its historical significance and architectural merit.

Upon opening of the new Fanling Law Courts in 2002, FFM was vacated. It became frequently used for filming local production action movies such as 無間道, 車手, 槍王之王, 我阿媽係黑玫瑰 just to name a few.

FFM is a representative example of civic architecture of the period.  The projecting bay with storeys high vertical windows dominates the front facade and gives a simplified version of the neo-classical architecture.  The side facades feature neo-classical motif, corbel and moulded architraved doorways.  The internal atrium lit by a central light well houses a grand staircase with ornamental ironwork balustrades leading to upper floors courtrooms.  Comprehensive renovation taking into consideration of the historical background and key character defining elements is now completed.

The HKFYG Leadership Institute is the new occupant and it is equipped with state of art facilities providing leadership courses and activities to youth.
