详情	:	Biography of the speaker Sr Edwin Chan is a retired Assistant Director with over 32 years of professional experience in handling land administration works in the Lands Department. He had been in various positions including the Chief Estate Surveyor / Estate Management; Chief Estate Surveyor / HQ; District Lands Officer / Tuen Mun; Government Land Agent (Kowloon and NT Regions). Synopsis of the seminar Prior to the 20th Century, the sanitary problems led Hong Kong to development control and which was basically under the administration of the former Public Works Department. Some of the existing land policies have been established years ago and an account of their historical background is essential whenever a review is necessary. Besides many land leases were granted decades or century ago and if there is dispute on control or enforcement under leases, the relevant history of land administration can be a useful reference. In the presentation, the Speaker will touch into the socio-economic and major events from 1841 to 1899 that lead to the setting up of institutional and legislative framework in the development of land administration, and outline the major difference if any as compared between its past and current practice.

1.	The registration fee is non-refundable and non-transferrable.
2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.

3.	While the HKIS has arranged Group Personal Accident insurance for members joining the above visit, members who have been accepted for joining the above visit can consider procuring an appropriate insurance policy to cover their own risks before attending the event.
4.	Claims related to COVID-19 and/or pandemics are excluded under the insurance policy procured by the HKIS.
