Brenda Mok is a Deputy Director of Langdon & Seah Hong Kong Limited and has been practicing Quantity Surveying around 20 years. She has worked on Kunming Habour Plaza, Beijing Hong Kong Jockey Club Clubhouse, and mega projects, like Shanghai ICC & iAPM and Chengdu ICC, etc. Her experience covers a wide range of pre and post contracts cost management in both HK and PRC.

Johnson So is an experienced Fellow working in Sun Hung Kai Properties Limited Special Projects Department. He takes lead of many major mega projects both in HK, PRC and Singapore in project and cost management, like HK IFC Developments, Singapore ION Orchard Development, Shanghai ICC and iAPM, Shanghai XJH ITC, GZ Hong Cheng Plaza ( Parc Central), Foshan Developments, etc.

The PRC construction industries have been dramatically reformed and changed over last ten years. The construction prices have been pumping up, especially the current plant and labour inflated costs over the regions, apart from many unforeseen local factors and ad hoc issues, like紅頭文件, etc. All such causes the construction prices unexpectedly increased, notwithstanding some material costs are slightly declining.

 

 

 

Given that the above reasons factored out in the tender prices, Developers are inevitably accepting this trend and pay higher costs with a aim to receiving quality building as expected. However, many findings tell that it is not the case. That means the higher prices as paid by the Developers is not proportionate with the quality of building to be received. In other words, a non-linear relationship between quality and price is observed and found.

 

This topic highlights the captioned strange issues according to the past and current experience arising from the projects development in PRC. The speakers will share their experience in this abnormal phenomenon in quality and price in running PRC projects and will try to relate the factors causing imbalance effect both from Developer's and Consultant's points of view, and suggest ways of improvement to protect the interest of the Developers.
