講師	:	Sr Dr. Paul H K HO Sr Dr. Ho was the Chairman (2005-06) of the Quantity Surveying Division of the HKIS. He is currently the principal lecturer (and former Head) of the Division of Building Science and Technology, City University of Hong Kong (“CityU”). Before joining CityU, he has been worked as a quantity surveyor and project manager for many years. He is also an active researcher and has published a number of papers.

詳情	:	According to a survey conducted by the government, there are widespread payment problems in the local construction industry. In order to overcome this issue, the government has set up a Working Group on Security of Payment Legislation to solicit views on the proposed legislative elements. While these can be based on similar legislations in some overseas countries, there are also many specific local issues. This seminar is to briefly introduce some key issues in the proposed security of payment legislation such as the (1) scope of application of the legislation, (2) progress payment, (3) prohibitions on pay-when-paid and conditional payment, (4) rights to suspend work for non-payment, (5) adjudication, and (6) enforcement of adjudicators' decisions. Similar legislations in the United Kingdom, Australia and Singapore are also compared with the view of identifying the merits and shortcomings of various models.

1.	The registration fee is non-refundable and non-transferrable.
2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.
