Sr Choi has become a qualified Quantity Surveyor since 1995. He has over 23 years’ experience in all ranges of pre- and post-contract quantity surveying services. He is particularly experienced in contract procurement and administration of Government civil and infrastructure projects. Up to end December 2015, he has participated in providing contract advisory and/or financial administration support services to a total of 16 Government pilot NEC contracts involving the use of Engineering and Construction Contract (ECC), Term Service Contract (TSC) and Professional Services Contract, and various payment options including priced options and target cost options. In parallel he has delivered over 100 NEC-related training workshops, seminars and forums to various Government works departments and a portfolio of private clients.

Hong Kong Government has started her trial of NEC (formerly named as New Engineering Contract) in contract procurement since 2009.  Up to mid-2015 some 20+ pilot contracts have been launched to use this new form of contracts.  To continue the momentum created from some positive outcomes of the earlier pilot NEC contracts, it is recognized that the Government has directed to extend the NEC trials in the financial years of 2015 and 2016 for works contracts as far as practicable.  It is therefore envisaged that more and more practitioners would sooner rather than later get involved in the use of NEC.

 

Whilst there are defined roles under the two most frequently used NEC forms in Government pilot works contracts, namely the Project Manager and the Supervisor under ECC, and the Service Manager under TSC to perform various administration duties, there is no contractual role for the Quantity Surveyor or Surveyor under both of ECC and TSC.  Indeed from the contract administration perspective, there are duties which are best suited to be performed by quantity surveyors to meet the requisite project performance in financial and contractual terms.  Having acquired with some local NEC experience, Sr Choi will be prepared to share in this seminar some of his observations and experience in the running of NEC construction contracts from the QS perspective, and explain how quantity surveyors can help enhancing a smooth running of NEC contracts particularly in financial administration.
