Message from GPD Chairman (March 2023)

Streamlining the Compulsory Sale Regime
There is a need to adopt more effective legislative measures to promote urban renewal because Hong Kong’s rate of redevelopment cannot keep up with its rapidly ageing building stock. In this regard, the HKSAR Government started a policy review of the Land (Compulsory Sale for Redevelopment) Ordinance (Cap 545, LCSRO) in late 2021.

In November 2022, the Development Bureau (DEVB) put forward legislative and administrative proposals to update and streamline the compulsory sale regime under the LCSRO.

The government has since started consultations with relevant stakeholders and aims to introduce an amendment to the Legislative Council in the latter half of 2023. DEVB’s proposals are detailed in the following paper: https://tinyurl.com/26uhpzpp
