Message from PDD Chairman (February 2011)

I wish to report a few things happened in the past month: (I) Attended the Meeting of Qingdao Chinese People's Political Consultative Conference During February 21 to 25 February 2011, I have joined the Meeting of QingDao CPPCC. Qingdao is a fast developing city with large infrastructures being built. These large infrastructures include: 1) The 42km long Qingdao Haiwan Bridge. This bridge is going to be the longest bridge over water in the world and is expected to open in this year. 2) The 7.8km long Qingdao Jiaozhou Bay Undersea Tunnel which is also expected to open in this year. 3) Qingdao Metro which is the first MTR subway in Qingdao. The first line, line M3, will have 22 stations and is expected to be completed in 2014. I made a couple of suggestions in the CPPCC meetings as follows: 1) To open the local market for more professionals and professional services from Hong Kong. 2) To improve its tourism during the winter. (II) LegCo Meeting – Buildings Energy Efficiency (Fees) Regulation and Buildings Energy Efficiency (Registered Energy Assessors) Regulation On 28th February 2011, I attended a LegCo Meeting. In this meeting, I made the following comments: 1) Qualification for Registered Energy Assessors – (Proposed to include only HKIE members or equivalent) Energy efficiency of building services installation is not solely determined by its own design. It relates also to associated building design, associated accessories, maintenance status, operational / user mode, etc. Surveyors, especially Maintenance Surveyors and Property & Facility Surveyors are familiar with the actual running and maintenance of these installations. They should be competent to perform the duty of making energy audits for commercial buildings at the required 10 years intervals. 2) Composition of Disciplinary Board Panel – (Proposed to only composed of HKIE & ERB members) Energy efficiency matters are not just something within a professional institute. It is something established by the Government and accountable to the public. Disciplinary Board Panel should not just be composed of HKIE & ERB members. The user / public side should also be represented. Developers, property owners, Professionals (Surveyors, Architects, etc.) should have their voices in the panel as well. (III) FIG Working Week 2011, Morocco Looking ahead, PDD will send a representative to attend the FIG Working Week 2011 in coming May in Morocco. The overall theme of the Working Week will be "Bridging the Gap between Cultures". The theme will address the changes in current world and the importance of cultures and understanding the differences in different parts of the world including professional development, traditions and legislation at the same time when the world is more harmonized with common standards and global markets. We hope that our division can gain more recognition and will establish better liaison with fellow professionals internationally through this visit.
