Message from YSG Chairman (August 2011)

August was a very busy month to the Young Surveyors Group. We have finished four self-organized CPD events as well as a Joint APC workshop with GPD. We have also kicked off our long-waited basketball competition, Surveyor League 2011, this month. In addition, we submitted our views to the President in response to the Policy Address consultation meeting organized by the Financial Secretary’s Office. Besides, YSG expressed our concerns of young profession who may play a part in Shenzhen-Hong Kong Cooperation on Modern Service Industries in Qianhai Area (前海深港現代服務業合作區) to Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (前海深港現代服務業合作區管理局). I hope all young members can share the fun and/or benefit from the hard works which are immensely contributed by our committee members and co-opted members.

Surveyor League 2011
A total of four games in the first round of Surveyor League 2011 with the participation of 8 teams were held successfully on 14 August 2011. The games were so exciting that it kept the audiences on the edge of their seats and cheered at the top of their lungs right through to the end. Special thanks should be given to our referees and all helpers including Rex Ying, Michelle Chung, Mandy Ko, Hazel Tee, Sylvia Leung and Iris Chau. Schedule of the coming rounds of Surveyor League 2011 are:

  • 28 August 2011 at Po Kong Village Road Sports Centre (starting at 12 noon)
  • 4 and 11 September 2011 at Tsui Lam Sports Centre (starting at 12 noon)
  • 18 and 25 September 2011 at Hang On Sports Centre (starting at 12 noon)

CPD Events
27 July 2011 - Professional Ethics in Property and Construction by Mr Joseph McCaffrey

This is the first joint CPD with College of Estate Management (CEM) this year. Mr Joseph McCaffrey, who is an expert on business ethics, from CEM was invited to be the speaker of this event. He did not only discuss with us the research results on ethics undertaken by the CEM, but also the comparison of the rules of conduct among different professional bodies including HKIS . I would like to express my sincere thanks to CEM and Joseph for their contributions to the success of this CPD. We look forward to having more joint CPD with CEM in the near
future.

10 August 2011 - How to Prepare for an appeal against a decision of the Building Authority by Mr Cheung Kwok Kit
Thank Mr K K Cheung, partner of Litigation and Dispute Resolution Group, Deacons Hong Kong, for giving us an insightful seminar about the preparation for an appeal against a decision of the Building Authority. The seminar attracted more than 170 members to attend.

The seminar began with an introduction of the power conferred by the Building Authority under the Building Ordinances and how the Building Authority exercises the discretionary power. The introduction was then followed by a detailed explanation on the procedures and practical tips, such as the time frame and essential materials for preparing an appeal against a decision of the Building Authority.

At the end of the seminar, Mr Cheung shared some relevant court cases with us and also covered the new Buildings Department Enforcement Policy against Unauthorized Building Works (UBW) that was published in April 2011.

16 August 2011 - An Overview of Disputes relating to Old Lease Clause by Mr Lawrence Pang
Owing to the different periods of the land grant, the terms and conditions of the leases are not only different in nature, the wordings being used might also be quite different although they sometimes have similar meaning. The CPD
was full house that evening. During this CPD, Mr Lawrence Pang shared his views with members by reference to selected court cases and went through with our members the background relating to those old lease clauses in question and the application of the clauses nowadays.

16 August 2011 - Site Visit to HATS2A - Construction of Sewage Conveyance System from North Point to Stonecutters Island (Contract No. DC/2007/23)
On that Saturday morning, over 20 members from different divisions visited the North Point site under the Harbour Area Treatment Scheme Stage 2A (HATS2A). The project comprises of the construction of a network of vertical shaft and sewage tunnels to collect sewage from preliminary treatment works at northern and south-western part of Hong Kong Island. The collected sewage is conveyed to the Stonecutters Island Sewage Treatment Works via a total of 21km deep tunnels with depth up to 160m below sea level. Before the site tour, Mr CF Chan and Ms Edith Sia from Gammon Construction Limited and AECOM delivered a very detailed presentation to our members about the background and the objective of this project and the associated construction methods like the drill
and blast method, etc. Then, we were guided to visit the shaft excavation and ELS construction. It was an excellent opportunity to our members to learn and understand more about this world-class civil project. Thank Mr CF Chan and
Ms Edith Sia.

Finally, I would like to thank Janette Wong, Steve Yu, Sylvia Leung and Alison Lo from YSG for all the great efforts in organizing the above CPD events.

ONE DAY SEMINAR WORKING GROUP

Mr Kenny Chan, YSG Vice Chairman, and Mr Rex Ying who are nominated by YSG have taken up the roles as the Chairman and the Treasurer of the one day seminar working group respectively. The working group will keep organizing the joint annual one day seminar on contract management and other events tog ether with other young professionals from HKIE, CIArb, CIBSE, LSHK and ICE.
