HKIS Quantity Surveying Division Scholarship Presentation Ceremony

The presentation ceremony for the Hong Kong Institute of Surveyors Quantity Surveying Division Scholarship (Year 2011 to 2012) was held on 28 August 2012 at the Surveyors Learning Centre. The objectives of the programme were to award students who aspire to become professional quantity surveyors, as evidenced by their electives and outstanding performances in key quantity surveying subjects, and to promote quantity surveying as a highly-valued profession in the construction industry. Fifteen scholarships were awarded this year for the following quantity surveying bachelor degrees, associate degrees, and higher diplomas:

Congratulations to the recipients of the above scholarships! We were sponsored by ten quantity surveying firms for this year’s awards and they will renew their sponsorships for next year’s awards. Donors of the scholarships, together with the HKIS President, Sr Serena Lau, and the QSD Chairman, Sr Thomas Ho, presented the prizes to the awardees. Guests included family members of the awardees and the department heads and teaching staff from the three universities. Taking this opportunity, I would like to thank the sponsors for their generous contributions to and continuous support for this scholarship programme. I would also like to thank the guests, the HKIS’s General Council Members, and the QSD’s Council Members for their presence at this ceremony. Visit to Zero-Carbon Building
On 20 September 2012, some General Council Members and Divisional Council Members, including seven QSD Council members, viz. Vice Chairman Sr Keith Yim; Honorary Secretary, Sr KL Wong; the Past QSD Chairman, Sr Dr Paul Ho; Council Members, Sr. Dr Sandy Tang, Sr Thomas Tse, and Sr Jesse Wong; and I visited the Zero-Carbon Building. This project, located at 8 Sheung Yuet Road in Kowloon Bay, was developed by the Construction Industry Council in partnership with the government and is the first zero-carbon building in Hong Kong. The project comprised a threestorey building and a landscaped area with a total site area of 14,700 square metres. During the guided tour, we visited the exhibition and education areas, the eco-office, the ecohome and multipurpose hall in the building; the eco-plaza, the outdoor exhibition areas, Hong Kong’s first urban native woodland, and the eco-cafe in the landscape area.
 
The project will serve as a platform for members of the construction industry to share their knowledge and expertise on low-carbon building designs and technologies, as well as help raise community awareness of sustainable living. The building is designed to achieve carbon neutrality by using solar panels and biodiesel made from used cooking oil to generate renewable energy onsite.
 
The building will be opened to the public soon. Members are encouraged to visit it to learn more about zero-carbon designs for buildings.
 
Coming Events
1.       QSD BBQ Buffet cum Launching of QS Practice Notes
A BBQ buffet party will be held on Saturday, 20 October 2012 at the United Services Recreation Club, 1 Gascoigne Road, Kowloon. The purpose of this party is to let members meet each other and catch up with old classmates, past colleagues, and friends. On that evening, six practice notes covering the core subjects of Tendering; Cost Control and Financial Statements; Valuation of Interim Payment Certificates; Valuation of Variations; Handling of Contractual Claims; and Settlement of Final Accounts will be launched. The practice notes were prepared jointly with the Association of Consultant Quantity Surveyors (ACQS) and the Hong Kong Construction Association (HKCA), and are intended to help quantity surveying practitioners apply a consistent and professional standard of services.
 
The fee for joining the party is only HK$100 per person for QSD members and HK$498 per person for non-QSD members. For details, please refer to the separate broadcast mail for this event.
 
2.       Visits to Our Mainland Counterparts
The China Engineering Cost Association (CECA) has scheduled its Annual General Meeting after the National Day Holiday in October. The QSD Council is planning to pay a visit to CECA at a suitable time after its Annual General Meeting. The main purpose of this visit is to discuss the possibility of having a third batch of exercises to assess the qualifications of both HKIS Quantity Surveyors and Mainland Cost Engineers following the promulgation of CEPA 9.
 
The QSD Council is also planning to pay a visit to our counterparts in Guangzhou and Shenzhen later this year to try to work out a roadmap for Hong Kong quantity surveying practices to be registered in Guangdong Province.
 
3.       SISV Conference on Building Information Modeling (BIM)
A conference organized by the Singapore Institute of Surveyors and Valuers (SISV) on BIM will be held on 9 November 2012. The theme of the conference is “BIM and The QS”. This conference was arranged following our discussions with the SISV during the ICEC World Congress in South Africa in June and the PAQS Congress in Brunei Darussalam in July of this year. This will be a one-day conference on the development of BIM and its applications in Singapore. In this conference, the HKIS QSD will also share its experiences in the development of BIM in Hong Kong.
 
We will also visit a QS consultant firm and an international contractor with project in Singapore on their experience in BIM application.
