Message from LSD Chairman (June 2014)

 Consultation on the Amendment to the Land Survey Ordinance (Cap. 473)

Further to the de-linking of the proposal to include a clause on the determination of land boundaries in the LSO in December 2010, the momentum for proceeding with the exercise cannot be sustained by developments in the Land Title Ordinance. We believe that the new provision will effectively establish a statutory mechanism to clear doubts, as well as possible conflicts and disputes that may arise from undetermined land boundaries.

 

As such, we recently issued a letter urging the government to actively take up the exercise, initiate public consultations on the Land Survey (Amendment) Bill, and set the timetable on the legislative procedures for and implementation of.

 

There is a need to establish a cadastre system, which is a legal record of land rights that supplements the current land registration system. A set of transparent, accurate, and accessible land boundaries and related information can provide the public with a clearer picture in case doubts arise. The proposed provision in the LSO would be a key element for the development of cadastre system in Hong

Kong. We professional land surveyors would offer assistance via different established links with the administration and stakeholders.

Vocational Training for Technicians in the Land Surveying Industry

Along with the VTC/IVE, the LSD, ICES, etc., are jointly exploring the possibility of developing proper land surveying courses for technicians in the industry. This relates to the passing of IVE courses as an entry requirement for technical grade members. This would serve the purpose of all practitioners in the industry having several paths to obtain their professional qualifications.

 

More CPDs arranged by the LSD

You can find more CPDs being arranged by the LSD this year. It is our goal to arrange CPDs that can provide useful land surveying knowledge to members from all surveying disciplines. I want to take this opportunity to express our sincerest gratitude to the LSD CPD Working Group Members, particularly Tony HON, Paddy NG, Ada CHAN, and Eric CHAN, for their great efforts in this area.

  • Hong Kong Dragon Boat Carnival
  • Eastern District Dragon Boat Competition

 

The HKIS and ICES, along with the voluntary services provided by Land Marker (1980) HK Co., Ltd., were again invited to be surveying consultants for the Stanley International Dragon Boat Championship in Stanley and the Hong Kong Dragon Boat Carnival in Tsim Sha Tsui East.

 

Members of both organisations carried out surveys to set the task at sea.
