Scholarships Presentation Ceremony

On 16 September 2014, we held a presentation ceremony for the 13 winners of two different scholarships in the Surveyors Learning Centre. The two categories of scholarship are:

 

The Eddie Lee Memorial Education Foundation – 2014 Summer Internship Training Scholarships

 

 

The ELMEF Scholarships were established in January 2012 to provide incentives to students/practitioners to be trained as professional building surveyors.

 

An applicant should submit his/her resume, proposed arrangement of summer training, results of his/her first semester examinations for that academic year, and, after completing the summer internship, a self-assessment report detailing how he/she prepares to achieve the goal and his/ her expected service to be provided when he/ she becomes a building surveyor in the future society. The BSD Chairman helps assess the submissions and handles the logistics of the scholarship presentation.

 

Out of all the applications, the following eight candidates best satisfied the above criteria and were thus awarded the scholarships:

A proposed group mentorship scheme was introduced during the presentation ceremony and some BSD Council Members agreed to become mentors for these university students. I hope that the students will be properly guided by our Council Members and wish them every success in their studies.

 

CPD Talk “Nightmare – Sub-Contract”

Further to the overwhelming subscription of his CPD talk on 10 April 2014, Sr Daniel LAM, BBS JP, shared his experiences again on the same topic on 18 September 2014. Sr LAM expressed that the only difference between this talk and the precious one was a more in-depth introduction to some contractual relationships between different parties of a construction project. His elaboration on liquidated damages (LD) did remind the audience to observe the principle that LD should not be regarded as penalty. Most of the audience were puzzled when he mentioned the principle of assessing claims against a contractor, in particular when a developer appoints a third party contractor to act on behalf of a on performing contractor that an assessment can only base on the original contract instead of the outgoings paid to a third party contractor.

 

Sr LAM’s talk made me think about the reasons of such problematic but never resolved question. Although a standard form of Domestic Sub-Contract or Nominated Sub-Contract could protect both parties in a contract, a common trade practice of sub-contractors using a non-standard contract or even a very simple quotation for sub-contracting could lead to very serious future contractual disputes. The ultimate solution should not just be the publication of standard forms of contract, but the cultivation of using proper contractual documents.

 

Building Safety Pioneer Programme

Organized by the Buildings Department, the BSD, on behalf of the HKIS, joined the yearlong programme with the HKIA and HKIE. On 20 September, about 60 students from 12 secondary schools visited the Surveyor Learning Centre and participated in sharing sessions presented by representatives of the BD, HKIA, HKIE, and HKIS. Sr TANG Chi-wang gave a brief introduction of the HKIS and the works and career paths of building surveyors. Sr David CHAN shared his experiences in conducting building surveys with his interesting introduction on frequently used surveying tools.   Since the contents of the talks were very comprehensive, the time that remained for the group discussion with Sr Andrew KUNG and Sr Peter DY was limited.

 

We hope those students who participated in this programme will recognise the importance of building safety and the works of building professionals, such that they can help to build a safer built environment.

我們於 9 16 日舉行了兩項獎學金的頒獎禮,分別頒發了李樹城紀念教育基金(ELMEF)的暑期學徒訓練獎學金,及 ELMEF 與建築測量組合辦的中學生獎學金,2014 ELMEF 的提名將於 10 31 日截止。而我們預備成立小組導師計劃,在該頒獎禮上,數名建築測量組委員已同意成為得獎者中選讀了測量學的準大學生的導師。另外,由於林濬測量師於 4 10 日主講的 CPD 反應熱烈,他於 9 18 日再次分享同一題目「Nightmare - Sub-Contract」,這次他更深入地介紹建築工程中各方的合約關係,包括闡釋評估違約金索償的準則。建築測 量組代表香港測量師學會,與香港建築師學會及香港工程師學會共同參與由屋宇署主辦的「樓宇安全學生大使計劃」,於 9 20 日約有 60 名來自 12 間中學的學生參觀 Surveyor Learning Centre 並參與有關樓宇安全的分享會,當中有我們建築測量組的代表簡介香港測量師學會、建築測量師的工作及就業前景、分享屋宇測量的工作經驗及參與同學們的分組討論,希望藉此令同學們認知樓宇安全的重要性和建築專業人士的工作,共同達至一個安全的建設環境。

 

REMINDER TO APC CANDIDATES

  • APC candidates are strongly reminded to make timely submissions in pursuance of the APC in accordance with clause 3.3 of the Rules and Guide.
  • APC1S/BS must be submitted within one month of change of employment or counsellor. The period of delay in submission will be discounted from the requisite period of practical training.
  • APC3/BS must be submitted to the counsellor immediately after completion of 9 months of practical training and the vetted SAR must be filed in within one month of such completion. Any delayed submission will be deemed to cover only 9 months of training, and any requisite period of training prior to Practical Task or Final Assessment will be prolonged.
  • Non-submission of APC3/BS after the requisite training period will render the APC to be deemed terminated.
  • APC4/BS and APC4R/BS must be received in August. Premature or delayed submissions will not be accepted.
  • APC5/BS must be submitted not later than 12 months after notification of successful undertaking of the Practical Task. Delayed application will not be accepted and the APC will be deemed terminated.
  • APC4R/BS and APC5R/BS submitted more than 2 years after the previous attempt will not be accepted and the APC will be deemed terminated.
