Mr. Colin Cheng, a professional building surveyor, is one of the Unit Head of the Minor Works Unit of Buildings Department. He is a founding staff of the Minor Works Unit which is responsible for the preparation and the implementation of the Minor Works Control System (MWCS) in particular the processing of submissions under the simplified requirements and the Household minor works validation scheme. He had participated in the legislative stage of the Building (Minor Works) Regulations, drafting and the preparation of the general and technical guidelines on the MWCS, design and the preparation of the administrative procedures and new specified and standard forms used under the simplified requirements, and the preparation of new PNAPs and amendment of existing PNAPs with respect to the implementation of the MWCS, etc.

The MWCS had been fully implemented from 31 December 2010. It introduces a new categories of registered contractors, namely registered minor works contractors, and a series of new terminology including but not limited to "minor works", "simplified requirements", "designated exempted works" ……

A new system which will have impacts on the Hong Kong construction industry surveyors SHOULD know. The speaker will share its history, current situations and its future development with his personal experience.
