Kowloon East has served as an industry base witnessing the rapid development of Hong Kong in the old days. Following the relocation of the Airport to Chek Lap Kok and the massive relocation of manufacturing base to the Mainland, there has left a huge stock of industrial buildings not being fully utilised. Some private developers, with good market sense, took the first-mover initiatives to develop high grade office buildings and retail centres in Kowloon East. About 1.4 million square metres of office space has been completed.
 
To take advantage of this opportunity, the Chief Executive announced in the 2011-12 Policy Address that the Government will adopt a visionary, coordinated and integrated approach to expedite the transformation of Kowloon East into an alternative and attractive Central Business District. Overwhelming support has been received to the initiative on Energizing Kowloon East from the community since the announcement of the Policy Address.  The general feedback from stakeholders is that the Government should execute this blueprint with determination, speed and extensive public engagement.
 

For early implementation of this initiative, a new Energizing Kowloon East Office (EKEO) will be created under the Works Branch of Development Bureau to steer, supervise and monitor the development of Kowloon East, so as to expedite its transformation to a new Central Business District.
