The Buildings (Amendment) Bill 2010 introducing the Mandatory Building Inspection Scheme (MBIS) and Mandatory Window Inspection Scheme (MWIS), after prolonged scrutiny by the Legislative Council, was passed on 29th June 2011 as the Buildings (Amendment) Ordinance 2011 and subsidiary legislations including the Building (Inspections and Repairs) Regulation in December 2011. Under MBIS, the Buildings Department (BD) will serve statutory notices to owners of buildings aged 30 years or above (except domestic buildings not exceeding 3 storeys) once every 10 years. Owners of these buildings served with the statutory notices are required to appoint a Registered Inspector (RI) to carry out the prescribed inspection and to appoint a registered contractor to carry out the prescribed repair works found necessary of common parts, external walls and projections or signboards under the supervision of a RI.

The BD commenced the registration of RI on 30 December 2011 and full implementation of the MBIS commence on 30 June 2012. Under the current legislation, a RI may be an authorized person, registered structural engineer or registered building professional possessing relevant work experience in the field of building construction, repair and maintenance, who is required to pass an assessment conducted by the Inspectors Registration Committee. Registered Professional Surveyors under Building Surveying Division or Quantity Surveying Division with relevant experience are basically eligible to apply to such registration.

Building Surveying Division Council of HKIS has arranged an experience sharing session to discuss and try to explore contents of this assessment interview of RI.
