Sr Dr. Ho was the Chairman (2005-06) of the Quantity Surveying Division of the HKIS. He is currently the principal lecturer (and former Head) of the Division of Building Science and Technology, City University of Hong Kong (“CityU”). Before joining CityU, he has been worked as a quantity surveyor and project manager for many years. He is also an active researcher and has published a number of papers.

According to a survey conducted by the government, there are widespread payment problems in the local construction industry. In order to overcome this issue, the government has set up a Working Group on Security of Payment Legislation to solicit views on the proposed legislative elements. While these can be based on similar legislations in some overseas countries, there are also many specific local issues. This seminar is to briefly introduce some key issues in the proposed security of payment legislation such as the (1) scope of application of the legislation, (2) progress payment, (3) prohibitions on pay-when-paid and conditional payment, (4) rights to suspend work for non-payment, (5) adjudication, and (6) enforcement of adjudicators' decisions. Similar legislations in the United Kingdom, Australia and Singapore are also compared with the view of identifying the merits and shortcomings of various models.
