Speaker	:	Sr Dr. Ellen Lau Ellen Lau is a fellow member of HKIS and RICS. She received her first degree in Quantity Surveying and Master in Construction Project Management in the UK, and PhD in Strategic Management. She previously worked with quantity surveying consultant firms and an international contractor before she started her academic career. She taught quantity surveying subjects in City University of Hong Kong, and conducted research in management, procurement and surveying. She has published many papers and acted as reviewers in reputable journals and conferences, and edited two books in addition to involving in different international activities.

Details	:	As global policies and environmental issues dominate the minds of the decision-makers, the industry has now become more demanding for project costing in this modern era. Not only public and corporate clients, private clients today also look for different cost tools to meet with stringent rules in complying with regulatory measures in their development. Intangible values represented as benefits long exist in our project costs, and cost-benefit analysis has long been used in the industry, but yet its application seems to be limited to public projects. In analyzing the literature relating to cost benefit analysis, the speaker attempts to provide an economic perspective of cost-benefit analysis and its unique significance of social costs for the human well-being. Some key issues that are important in cost-benefit analysis but are seldom noticeable in the preliminary stage of project planning are identified in the analysis. Together with illustrating cases of cost-benefit analysis, the talk means to provide a review of the application of cost-benefit analysis.

1.	The registration fee is non-refundable and non-transferrable.
2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.
