Speaker : Mr David Fenn has been a Solicitor of the High Court of Hong Kong since 2005. Mr. Fenn holds a Bachelor degree in Law from the University of Hong Kong and a holder of the Master degree in Law from the University College London, England. Mr. Fenn's current practice is predominantly in civil and criminal litigation. He has represented real estate developers, financial institutions and Incorporated Owners in disputes such as Court litigations and Arbitrations in Hong Kong. Mr. Fenn has given talks for Incorporated Owners regularly and has provided consultation on legal affairs (including matters on Building Management) for District Council members and their constituencies.

The Building Management Ordinance intends to afford owners legal protection and framework for governing their building.  The Ordinance also sets out provisions on the Incorporated Owners' powers, duties and meeting procedure to facilitate the operation of Incorporated Owners.  This talk will discuss (1) Owners' rights and obligations (2) Why set up Incorporated Owners (3) Management Committee (4) Owners' Meeting (5) Financial affairs of Incorporated Owners (6) Procurement arrangements (7) Duties of Managers.
