Sr K M Lau graduated from the Aston University in the UK and became a qualified Quantity Surveyor in June 1986 after receiving training in the London office of Bucknall Austin & Partners and the Greater London Council. He recently acquired a Master of Laws Degree in Arbitration and Dispute Resolution (LLMArbDR) from the City University of Hong Kong.

He joined the Hong Kong Housing Authority (HA) in July 1988 and was the Chief Quantity Surveyor since March 2013 until commencing pre-retirement leave in November 2015. He was the key construction cost advisor to various committees of the HA, and was responsible for the preparation of HA's construction cost yardsticks annually. He was the overall coordinator for the compilation of HA's 5-year construction budget for all new works projects. He was also in charge of the vetting of tender reports prepared by both in-house QSs and QS consultants for HA's new works projects to ensure quality and adequacy prior to submission to the Tender Committee of HA.

Tender evaluation is one of the core functions of the quantity surveying profession. The quality and adequacy of tender evaluation by the quantity surveyors are vital for the developers in making informed decision for the award of construction contracts. Sr Lau will share his experience on the attitude and approach that should be adopted in tender evaluation. He will briefly introduce the usual procedure and then focus on the essence of how to conduct tender evaluation properly. He will also discuss the common shortcomings revealed from tender reports which he has come across. In addition, he will elaborate on the importance of well prepared pre-tender estimates and give a brief introduction to the types of procurement method for construction works and the Agreement on Government Procurement of the World Trade Organization (WTO GPA).
