Ir K T Leung has over 37 years' experience in fire engineering and fire safety management field. He is now a registered professional engineer in fire discipline Hong Kong with fellowship of Institution of Fire Engineers. He is not just only a Chartered Fire Engineer, but also holds Chartered qualifications as Safety and Health Practitioner, Environmentalist, Energy Engineer, Gas Engineer, Petroleum Engineer and Building Services Engineer. He was a fire officer of HKFSD and served in New Projects Division, Regional Office and Dangerous Goods Licensing. He took part in processing fire safety design of numerous mega projects and fire investigation of major fires. He was also the Head – Corporate Risk Management of the Hong Kong and China Gas Company Limited and the Fire Standards Manager of Airport Authority Hong Kong.

Currently, he is the Managing Director of Intumescent Systems (Greater China) Ltd. He has extensive knowledge and experience on passive fire protection and fire resisting construction. He was the Chairman of the Product Conformity Certification Scheme for Passive Fire Protection Products Task Group under the Joint Technical Committee in Hong Kong and was the writer for the Guidelines for the Product Conformity Certification Scheme for Passive Fire Protection Products (Second Version). He is also the President of the Passive Fire Protection Research Centre, a non-profit making academic institution in Hong Kong.

Upon launching of Chapter 502 Fire Safety (Commercial Premises) Ordinance and Chapter 572 Fire Safety (Buildings) Ordinance, many commercial premises / buildings are required to, enhance their fire separation and fire compartmentation under fire safety improvement directives. In August 2011, Buildings Department issued a corrigendum for Code of Practice for Fire Resisting Construction 1996 to clarify their insulation requirements for fire shutters as a criterion for fire separation and fire compartmentation. Most of the building professionals, such as architect and building surveyor, and building owners face the same problem in sourcing appropriate fire shutters with slim size shutter box for legal compliance. This new statutory requirement drives the market and fire shutter manufacturers to conduct further research and development on insulated fire shutters. With the development of new technologies by combination of different fire rated and insulation materials, a series of fire shutters which can fulfil full insulation requirements of fire shutter with one hour, two hours and four hours integrity and insulation have been invented.

In this talk, Ir Leung will give a presentation on the technology breakthrough and the innovative solutions to insulation requirements on fire shutters. He will explain how insulated fire shutters can fully comply with the statutory requirements on integrity and insulation of fire separation and their applications. He will also give a briefing on how to budget the cost for insulated fire shutter projects.
