Details	:	Mandatory Building Inspection Scheme (MBIS) is a kind of preventive approach to tackle the building maintenance problem through the identification of target buildings by the Authority for the prescribed inspection and the necessary subsequent remedial works. Since the launching of the MBIS in 2012, around 4,000 target buildings were selected and owners of these target buildings are required to appoint Registered Inspectors to conduct the prescribed inspection in compliance with the legislative requirements. Subsequent prescribed repair works have to be carried out to rectify the identified defects and restore the building conditions. There is an observation at the initial period of the launching of the Scheme that some owners were not taking positive response, trade practitioners were also not actively involving to offer the services. The Building Authority has to serve warning letters and take action against these owners. Having said that, some responsible owners followed the required procedure and there is recent observation that more registered inspectors participate in this market. The Building Authority has kept such data and kept monitoring the market situation. We have invited the Chief Building Surveyor of MBIS Section, Buildings Department, Sr Patrick TSUI, to discuss with us from the government angle on various aspects in the implementation of MBIS, which will cover the followings: Objectives and main requirements; Progress and achievements; Promotion and assistance to owners; Enforcement and regulation of service providers; Challenges and improvement measures; and Way forward. The Scheme is applicable to the whole territory irrespective of the district. However, it appears that buildings at some early developed areas are found in comparatively poor conditions. Pressure to upkeep the building conditions may be different and varies from district to district. There is recent publication of a research on the study of the building stocks in Hong Kong. The better understanding on the statistics of aged buildings in Hong Kong, the better on the planning of building maintenance in the territory. We have invited Sr Dr Ken CHAN, who is the lecturer at the Department of Construction Technology and Engineering, Technological and Higher Education of Hong Kong (THEi), to share with us his research findings which will cover: Statistics and analysis on the existing stock and distributions of private buildings and density among the 18 Districts of Hong Kong; and The existing stock of private aged buildings and provide projection of future building stock in the next decade.

2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.
