Speaker : Sr Francis Leung
Francis is a quantity surveyor by profession. He has extensive experience in procurement, costing and contractual aspects of construction. He is currently Principal Assistant Secretary (Works) of the Development Bureau, responsible for policy formulation and implementation on construction procurement, contractual issues, professional services and liaison with the industry in HKSAR and the Mainland. Before joining the HKSAR Government, he worked with the Mass Transit Railway and John Lok and Partners Ltd.

Francis is active in professional institutional affairs, having served the Hong Kong Institute of Surveyors in various positions: QS Division Chairman (2002/03), Hon. Editor and Hon. Secretary (2004/06) and President (2008/09).

Francis graduated from the Hong Kong Polytechnic University and received an MSc Degree (Distinction) from the University of Warwick, UK.

Advancement of technology has brought in its wake the use of new materials, equipment and methodologies in construction.  However, with so many stakeholders involved, from design to procurement, construction, operation and maintenance, are we making the most of what technology has made possible for us?  Do designers have access to the expertise of contractors and suppliers so that new technologies are optimized and introduced timely?  Is there sufficient incentive for the parties to invest in innovation, mechanization, pre-fabrication and standardization, while at the same time addressing their concern over continuity of work and return on investment?

 

 

For infrastructural and public works projects, the Development Bureau of the HKSAR Government pays increasing attention to facilitating innovation and buildability.  The speaker will share some thoughts and experience in helping designs with good practices, bridging the knowledge and experience gap between designers and contractors, and building incentives in the value chain.
