Mark Baird is a director at Currie & Brown. He is a quantity surveyor by background, with additional qualifications including a master of laws in construction.

Mark has worked extensively (but not exclusively) in the PPP market over the past 17years, with commissions in Europe and the Middle East, as well as supporting colleagues in PPP activity in the Americas and Far East.

He has acted for both the public sector and the private sector, as well as independent remits – mainly in the social infrastructure market. Current PPP related commissions include UK schools and healthcare, Irish education market, plus commercial and water markets in the Middle East.

The predicted growth in uptake of Public-Private Partnership (PPP) / Public-Private Collaboration (PPC) contracts and structures in the region is well publicised.

 

This talk identifies some of the key drivers for utilisation of PPP in procuring assets before considering both upside opportunities and downside risks for both the public and private sector. 

 

Cautionary tales and positive steps to plan for successful PPP procurement and delivery will be discussed, with opportunity to consider the various remits for surveyors and other construction industry professionals within the ‘PPP framework’ of contracts and activities.
