Sr Peter Dy is the vice-chairman of the current BSD Council. He has over 20 years of local experience. He starts his professional practice at private consultancy firm, including local architectural practice and building surveying consultant before joining Urban Renewal Authority in 2002. Sr Dy holds undergraduate degree in Surveying and his postgraduate degrees are in the areas of arbitration/dispute resolution and material engineering.

The life of building is said to be over decades or even longer. It is however a natural process for buildings to experience wear and tear and deteriorate over years, the health of buildings will become alarming if owners cannot take good care of their buildings. Buildings owners have their duties and legal liabilities keeping their buildings in good conditions. However, this is not an easy task to achieve especially for our properties in this territory are mainly in fragmented titles. How can building professionals, especially our fellow building surveyors contribute for keeping the good health of our built assets, with the application of professional knowledge and technology. What is the authority of our law enforcement body for assuring the upkeeping of our building stocks in the territory.

 

The speaker would like to share his experience on the practice of building maintenance in the local market and his observation on the community and owners’ views on building care over the last two decades. Footnotes would be marked on the government action and the launched schemes in this period, including “Blitz” operation; Co-ordinated Maintenance of Buildings Scheme (CMBS); Operation Building Bright (OBB) and Mandatory Building Inspection Scheme (MBIS). The recent proposed amendments to the Building Management Ordinance (Cap 344) will be briefly addressed.
