On 19 September Tuesday, the Hong Kong Council of Social Service (HKCSS) announced an affordable shared housing project - “Community Housing Movement” which is expected to supply around 500 flats for 1,000 underprivileged households over a three-year period. The subject flats would be leased to households waiting for public housing and living in poor conditions. Flats will be shared by several families on two-year tenancies based on household sizes. The arrangement also takes into account a minimum living area of 7 square metres per person. Currently 26 landlords have provided 332 flats for renovation include major developers such as Henderson Land and Chinachem Group. The flats are located in Kowloon City, Mong Kok, Wong Tai Sin, Southern and Eastern districts. It expects 34 units will be available for use by the end of this year once they have been inspected and renovated. The rest are to be rolled out in the first half of next year. The HKIS is one of the supporting organizations for the Housing Movement Project. Alongside with other professional bodies, we provide expert advice to steer the project direction and oversee the implementation of works. In order to identify suitable flats provided by landlords for renovation, it is imperative that a screening exercise by means of preliminary condition survey should be carried out. The BSD considers that it is an opportunity for Building Surveyors to contribute again to the community, on top of the building inspection (2010) and green roof inspection (2016), by providing condition survey services to the flats received. We target to organize a team of volunteers to conduct preliminary condition survey.

In this connection, our Past President and Past BSD Chairman Sr Vincent Ho JP has inspected more than 30 flats provided by landlords on 16 September to gauge their building conditions. Areas of concerns include structure, water seepage, drainage, UBW, MOE and common areas etc. Each flat would be classified on its suitability for shared housing purpose.

In this CPD, Sr Vincent will share with us his condition survey technique in determining the building conditions of the subject flats. We trust all participants could learn from his experience and be prepared to join the BS Voluntary Team on Community Housing Movement (BSVTCHM).
