Speaker	:	Sr Leung Shou Chun, MBE, FHKIS, FRICS, ALS & RPS(LS). Mr. Leung has been working in the land surveying industry for 60 years out of which 50 years in a professional capacity. He joined Government in 1956 as a technician and retired in 1996 as the Principal Government Land Surveyor (now re-titled as the Deputy Director / Mapping and Surveying). Since then, he established his own Land Surveying Consultant Firm and started his private practice for the last 20 years. He has been the President of the former Hong Kong Institute of Land Surveyors (subsequently amalgamated with the HKIS), the President of the Hong Kong Institute of Surveyors, the President of the Hong Kong Association for the Advancement of Science and Technology, an Adjunct Professor of the Hong Kong Polytechnic University and the Chairman of the Alliance of Authorized Land Surveyors. Before his retirement from Government, he has been one of the primary force to introduce the Land Surveying Ordinance (Cap. 473) and to promote the Land Surveying & Geo-Informatic BSc Course of the HKPolyU. During the private practitioning part of his career, he devoted most of his effort on land boundary surveys and has personally handled hundreds of boundary dispute cases including tens of times to act as an expert witness in the Court. Currently, he is the Chairman of the Land Boundary Committee of HKIS. For many years, he has been a regular writer on land surveying and, particularly, land boundary matters in local newspapers. A collection of his articles is being compiled into a book and the scheduled publishing date is July this (2018) year. He has also published tens of articles in various international and local professional journals. Further to his CPD lectures about Old Scheduled Lots last year, he would like to speak on this subject of New Grant Lots and share his view and experience with fellow surveyors as well as laymen.

Details	:	A. A REVIEW OF TWO TYPES OF BOUNDARY SURVEY. 1. Occupation first then became recognized by registration. Old Scheduled Lots. Similar situation in U.S.A. at the time of exploring the west. 2. Planned land plots first then granted to people. Different routing of grant and therefore different approach in survey B. THE PREDOMINATING FACTORS. 1. In one case, the original ground features to dominate. In the other case, the designed alignment. 2. The area to follow the boundary vs the area to dictate the boundary. C. THE NORMAL FORM OF A NEW GRANT. 1. An overall planned area, the carving out of a piece of land with designed dimensions, by auctioning or by private treaty, the setting out and the lease survey with boundary stones erected (now discontinued). 2. Grant conditions, in the old days and in recent period. Commitments imposed by the conditions. D. VARIATION FORMS OF NEW GRANT. 1. Someone to apply, Government to consent, announcement of auctioning. Could be likened to the case of a created car number nowadays. 2. Village re-site scheme. Grants committed in a collective pattern before construction. As-built houses might be off-sited but the grants were not rectified. 3. In-situ surrender and regrant, though termed as a new grant, is effectively retaining the original boundary nature. E. PROBLEMS OF CERTAIN NEW GRANT LOTS, WITH EXAMPLES. 1. Original grant not definitive enough. 2. No verification, and therefore adjustment, of the as-constructed situation. 3. Mis-interpretation of the original (and inadequate) grant plans. F. REVIEW AND CONCLUSION. 1. Impact of the problems and suggestions of improvement.

1.	The registration fee is non-refundable and non-transferrable.
2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.
