The Home Affairs Bureau has on 20 March launched a 6-month public consultation on the review of the policy on Private Recreational Leases (“PRL”). Currently, there are 66 PRL sites, of which 27 are held by “private sports clubs” while the remaining 39 sites are leased to “non-profit-making organizations” or “community organizations”. To consider ways to better utilize these PRL sites, the Government set up an inter-departmental working group in 2014 to review its policy on PRL. Recommendations put forward by the working group included those on lease renewal, land premium, opening up facilities and services to eligible outside bodies, scope of supporting and ancillary facilities allowed to be operated under PRL, corporate governance and principles underlying new lease applications.

In this event, Mr Yeung will explain and exchange views with the participants on the Government’s proposals.
