The Rating and Valuation Department (RVD) in Hong Kong has introduced computer-assisted mass appraisal (CAMA) techniques in assessing properties to rates since mid-1980s.  Since then, CAMA has been extensively applied to the Department’s work, enabling valuation staff to systematically assess large numbers of properties within a short time-frame and to improve the consistency and quality of valuation work.  This presentation will cover the rating system in Hong Kong and the main applications, methodology and valuation approaches of CAMA in the RVD. Its application is not limited to carrying out general revaluations for rating purposes, but also scrutinising the adequacy of the stated consideration in property sale transactions for stamp duty purposes.
