Speaker : Ir Hon Chi-keung has been appointed Permanent Secretary for Development (Works) since April 2015.

Ir Hon graduated from the Department of Civil Engineering, University of Hong Kong in 1980. He also obtained a master degree in Public Administration from the University in 1997. He is a fellow of the Hong Kong Institution of Engineers and Chartered Institute of Arbitrators.

Ir Hon joined the Government as an Assistant Engineer in 1983. He was Project Manager of Hong Kong Island and Islands Development Office of the Civil Engineering and Development Department from November 2008 to January 2011 and Director of Civil Engineering and Development from January 2011 to April 2015 before his appointment as Permanent Secretary for Development (Works). He is now on pre-retirement leave since 13 October 2018.

The construction industry has been facing a number of challenges including tremendous workload, high construction cost, declining productivity, unsatisfactory site safety and experienced a series of incidents recorded on certain mega-projects.  These challenges and others have led to an important juncture whereby change is needed to ensure the sustainability of the industry and long-term development of the territory.

 

The 2018 Policy Address announced that the Government will lead the industry to make changes by implementing “ Construction 2.0”advocating three pillars - “Innovation”, “Professionalisation” and “Revitalisation” to uplift the capability and sustainability of the industry, increase productivity, enhance regulation and quality assurance, improve site safety and reduce environmental impact.
