Sr Tang is a qualified quantity surveyor with over 42 years’ professional quantity surveying experience.

ICMS aims to provide global consistency in classifying, defining, measuring, analyzing and presenting entire costs of construction projects at regional, state, national or international level with the goal to bring significant benefits to comparative benchmarking, option appraisal, investment decision making, and cost certainty. The 1st Edition covering capital construction costs was released in July 2017. This has been extended to cover life cycle costs in the 2nd Edition now in public consultation for a formal release scheduled for August 2019. ICMS are akin to the Elemental Cost Classification commonly used for building works in Hong Kong. For the first time, civil engineering works are now also covered by the same classification at the high level. It should be easy for practitioners in Hong Kong to use ICMS. Sr Tang will highlight the differences from our local practice and explain the rationale behind some of the new terms and new framework, levels and groups adopted by ICMS to ensure even quicker transition to ICMS.
