Sr Tse is an experienced professional general practice (GP) surveyor specialized in project identification, feasibility study and acquisition, planning & development and asset management. He worked for HSBC Property (Asia) Ltd., Lands Department, Levett and Bailey Chartered Surveyors (now Rider Levett Bucknall) and set up his own development consultancy firm in Canada before returning to HK to set up LT Management Services Ltd. and L.T. Properties Ltd. in 1994, providing integrated and comprehensive development consultancy and asset management services for all types of real estate development projects in Hong Kong (especially in the New Territories of Hong Kong) and Canada.

Sr Tse has served as Chairman of RICS HK Board, member of RICS Asia World Regional Board, member of RICS International Governing Council, the Asia Representative of RICS International Planning & Development Professional Group Board, and RICS APC Assessor. He also served as Vice-President of the Hong Kong Institute of Real Estate Administrators, Member of Real Estate Services Training Board of VTC, Member of Departmental Advisory Committee, Department of Real Estate and Construction, HKU and an External Examiner of MSc Real Estate program of HKU etc

Tai Fu Tai Residential Development, an example of redevelopment of Lot blighted by a Declared Monument (Tai Fu Tai Mansion (大夫第 - dafu’s residence) within the Lot was gazetted on 1987 as a historical building with full protection of the Antiquities and Monument Ordinances).

 

In this talk, Sr Tse will share his experiences in the following areas:

 

  1. Application of the Consent from District Officer, Yuen Long for the proposed sale of the Tai Fu Tai Lot on 1992 to the developer by the then owner ”Man Wah Cheung TONG”;
  2. Negotiation with the Antiques and Monuments Office, Lands Department, and other relevant Government Departments for the necessary Land Exchange to effect the Tai Fu Tai Residential Development as well as the preservation of the Tai Fu Tai Mansion and;
  3. Premium negotiation of the Land Exchange and difficulties in obtaining the Certificate of Compliance before the sales of Tai Fu Tai Residential Units can be completed..
