Sze Boon heads the Cost Management & Quantity Surveying of Arcadis Singapore. He has been leading and managing project teams, delivering professional quantity surveying and cost consultancy services in various sectors. Sathia is Co-Head of the Firm’s Construction & Engineering Practice. His area of practice encompasses a wide range of contentious and non-contentious work in building, construction, engineering and infrastructure projects. Sathia is recognised as an Accredited Specialist in Building and Construction Law by the Singapore Academy of Law and is an Accredited Mediator with the Singapore Mediation Centre.

Mr Goh Ngan Hong has over 35 years of experience as a professional Quantity Surveyor, managing quantity surveying and tendering of large construction projects. He Joined the CH2M Hill Singapore Pte Ltd under the Jacobs Group as the Contracts Advisor. Mr Goh is an Accredited Adjudicator with Singapore Mediation Centre. Some of his adjudication determinations have been published in the Singapore Construction Adjudication Review.

Mr. Wong Kin Hoong is currently the Senior Director (Contracts Management) in Kingsmen Exhibits Pte Ltd. Mr. Wong has attained over 34 years of experience in various Quantity Surveying, Contract Administration and Project Management portfolios. He has been involved in several world class and mega projects using design and build, management contracting, construction management and traditional build procurement arrangements, both in consultant and construction set-ups in different countries.

Part I  Built Environment Transformation, the Singapore Story

Singapore government has been pushing to raise the construction productivity level since 2015. For more than 10 years now, the government has invested substantially in Construction Productivity Funds as part of the Construction Productivity Roadmap. This is further push with the Construction Industry Transformation Map (Construction ITM) which is spearheaded by the Future Economy Committee at the national level.

This presentation aims at providing an overview on the key initiatives on the Construction ITM, which drives changes and encourages on adoption of innovation technologies pushing new boundaries such as Design for Manufacturing Assembly (DfMA) – Pre-fabricated Pre-finished Volumetric Construction (PPVC) and Mechanical & Electrical System; Integrated Digital Delivery (IDD). It also promotes Early Contractor’s Involvement, Collaborative Contracting and emphasis on quality and performance instead of price on procurement of construction work and consultancy service. The presentation also covers the upcoming ITM plan in Singapore, involving the QS profession and accreditation for a Professional QS scheme.

 

Part II  SOPL - Our Payment Regime, Development and Updates

The Building and Construction Industry Security of Payment Act (“SOP Act”) came into operation in Singapore in 2004. It seeks to improve cash flow in the construction industry to allow parties to seek progress payment for work done and to provide fast and low cost adjudication to resolve payment disputes. Since then, there have been amendments, with the latest bill being passed in Sep 2018. Many of the amendments are intended to address shortcomings and ambiguities in the SOP Act that became evident in cases before the Courts and adjudicators. These amendments will impact the preparation of construction and supply contracts, the administration of progress payments and the conduct of the adjudication process.

 

The QS has played an important role in SOP matters, be it as an Adjudicator, or the professional in cost review/assessment or even as part of the claimant’s/respondent’s team.

 

This presentation will cover the following:

  • Intent of the SOP Act and key features.
  • Refresher over the years on the operation and key features of the SOP Act, changes to handling of payment claims and payment responses and practical steps to manage the changes.
  • Involvement of QSs in various roles in the SOP process – Adjudicator, cost advisor/consultant.
  • Challenges ahead and moving forward as an industry to manage SOP matters.
