Ms. Connie YEUNG is an Architect by profession. She is a member of the Hong Kong Institute of Architects and an Authorized Person (List of Architects). She possesses over thirty year’s bountiful experiences in the local construction industry.

In the late 80s, she joined the Government as an architect in the Housing Department. Since then, she served a wide spectrum of duties from design management, project management, and regulatory control to estate management. She also assisted the Department to promote sustainable development, green building, site safety, corporate social responsibility, community engagement partnering and risk management.

Now as the Deputy Director of Housing, she supervises public housing developments of the Hong Kong Housing Authority, overseeing all fronts from project management, planning, design to contract management.

In terms of the scale and scope of Housing Authority (HA)’s public housing developments, and the range of people they serve, the task of delivering sustainable quality public housing in Hong Kong is challenging and complex. 

With the Government’s housing production targets in mind and taking the land supply condition into consideration, the HA aims to build public housing in a sustainable and efficient manner, catering and caring for the needs of residents by providing a safe, green and friendly living environment, adopting a people-centric approach in the development approach.

The talk will share with fellow members the way HA plans, designs and delivers public housing and ancillary facilities. Highlights will be on the process in different project stages from feasibility study, community engagement and consultation, site specific design, tendering, precast and mechanized construction, quality assurance, project completion and extend to post completion review.
