Dr Tang is the council member of the QS Division of HKIS and the Scheme Leader of the BSc (Hons) Scheme in Surveying and Built Environment at the School of Professional Education and Executive Development of the Hong Kong Polytechnic University. She steers the development of undergraduate programmes and professional training courses in the field of surveying and the built environment. She was the Head of the Office of General University Requirements (GUR) overseeing student Advising and coordinating the GUR in PolyU.

Sandy had extensive experience in project management and QS practice in Hong Kong and Mainland China before joining the University. Her expertise and recent research interest cover the areas of competitive bidding, procurement, forecasting and contract administration. She is interested to pursue cross-disciplinary research to reveal practice and policy in the construction industry.

Investments in infrastructure are pivotal to support economic growth and sustain the competitiveness of a city.  However, forecasts for construction costs and demand for mega infrastructure project are challenging for governments.

 

With the investments in major infrastructure projects in HK in the recent decade, incidents of cost overruns and delay of major infrastructure are not new to the construction industry. Examples of these include Hong Kong-Zhuhai-Macao Bridge HK Related Projects, Guangzhou-Shenzhen-Hong Kong Express Rail Link, Shatin to Central Link. These mega projects ended up with alarming funding request in terms of tens of billions of additional public expenditures.

 

The speaker will share with you an insight into the problem of cost overruns from two distinctive perspectives – technical perspective and psychological perspective. The seminar will present the cases study for cost overruns in mega projects.  The analysis reveals the technical issues reported for the cost overruns and delay.  The second part of the seminar will introduce a new perspective of revealing the problem of cost overruns in the lens of Nobel Laureate Daniel Kahneman’s theory on optimism bias.  At the end of the seminar, the innovative approach by Bent Flyvbjerg for debiasing forecast for infrastructure projects and his study on Hong Kong’s projects will be discussed.
