Session 1: Infrastructure Investment in Hong Kong SAR

Ir Eric MA Siu-cheung

Ir Ma has been the CEO of NWS Holdings Limited since January 2019. 

He was the Acting CEO of Hong Kong-Shenzhen Innovation and Technology Park Limited and Principal Consultant of the Hong Kong Science & Technology Parks Corporation.

Previously as Secretary for Development of the Hong Kong SAR Government, Ir Ma oversaw policy areas from land use planning and development, land administration, urban renewal to infrastructure planning and construction, and building safety. Prior to joining the Government, he was Executive Vice President for Civil and Infrastructure Business (Asia Pacific) of AECOM where he led many new town and large scale transportation projects including Kai Tak Development, Wanchai Development Phase II and Central-Wanchai Bypass, Hong Kong Airport Master Plan 2030 and West Kowloon XRL Terminus.

Ir Ma is Vice Chairman of Real Estate & Infrastructure Committee, Hong Kong General Chamber of Commerce; a co-opted member of Development Committee, West Kowloon Cultural District Authority; a member of Infrastructure Development Advisory Committee, Hong Kong Trade Development Council; Council Member of the Hong Kong Institution of Engineers. He is an Adjunct Professor of the Department of Real Estate and Construction, Faculty of Architecture of The University of Hong Kong, an Adjunct Professor of the Department of Civil and Environmental Engineering, the Hong Kong Polytechnic University and an Honorary Professor of School of Science and Technology, the Open University of Hong Kong.  Ir Ma was appointed a Justice of the Peace in 2014 and was awarded the Gold Bauhinia Star by the Government of the HKSAR in 2017.
Ir Ma is a Registered Professional Engineer in Hong Kong and a Chartered Engineer in the United Kingdom.  He holds a Bachelor of Science degree in Engineering (Civil) from The University of Hong Kong and a Master of Engineering degree in Transportation Planning from Monash University, Australia.

Abstract
Who would have imagined that Hong Kong as a tiny fishing village could have sustained through several rounds of economic transformation and evolved into one of the most vibrant and dynamic cities in the world as well as a major gateway to the Mainland China? 
Infrastructures for a city are not by any means just roads and railways, in fact, they frame almost every aspect of our daily lives as they were all designed to acquaint the community with the growing needs of citizens.  Looking ahead, engineers are tasked with an expanding role to further shape the fabric of this city to build a resilient community against the backdrop of rising aspirations, an ageing population and the quest for sustainable development.

 

Session 2: Experience Sharing on Site Measures against Pandemic and Modern Construction Technologies Applied in a Design & Build Project

Ir Cr Sr Tony ZA graduated from City University Hong Kong, and awarded BSc in Building & MSc in Building Management.  Ir Cr Sr ZA has been in construction sector for more than 30 years, and at present is General Manager (Contracts) in Hip Hing Construction Co., Ltd., with experience on residential; commercial; retail; hotel; themed park; logistic center; district cooling system & mixed development projects.

Ir Cr Sr ZA is Fellow Member of Hong Kong Institute of Construction Managers (FHKICM); Fellow Member of Chartered Institute of Building (FCIOB); Member of Hong Kong Institute of Engineers (MHKIE); Member of Hong Kong Institute of Surveyors (MHKIS); and is a Registered Construction Manager (RCM) & Registered Professional Surveyor (RPS).  At present, Ir Cr Sr ZA is President of Hong Kong Institute of Construction Managers; Committee Member of Hong Kong Institute of Engineers (Building Division).

Cr Sr Ryan LEUNG Sai-hon

Cr Sr Ryan LEUNG at present is Senior Project Manager in Hip Hing Construction Co., Ltd.  Cr Sr LEUNG is Member of Hong Kong Institute of Construction Managers (MHKICM); Member of Chartered Institute of Building (MCIOB); Member of Hong Kong Institute of Surveyors (MHKIS).

Cr Tony WONG at present is Senior Construction Officer in Hip Hing Construction Co., Ltd. Cr WONG is Member of Hong Kong Institute of Construction Managers (MHKICM); Member of Chartered Institute of Building (MCIOB).  At present, Cr WONG is Committee Member of The HKIE President's Protégés Club.

 

Abstract

Under the years of COVID-19, many site measures were implemented to fight against the pandemic on construction site to safe guard the health of workers.  Also, Design and Build (D&B) is one of the most popular procurement method in delivering a public work project by Development Bureau.  With the emerging new technologies that to bring the traditional construction industry to a new era of digital and modular construction, the concept of Building Information Modeling (BIM), Modular Integrated Construction (MiC), MultiTrade integrated MEP (MiMEP) were being implemented in the project facilitating and enhancing the quality of works and securing the project completion on schedule.

Our speakers will share their site measures implemented to fight against the pandemic as well as to share the practical experience in delivering the Design and Build project with the Modern Technologies.
