Mr Michael Yuen has almost 20 years of experience in aviation industry with extensive management experience in aviation regulatory field. Prior to running the Unmanned Aircraft Office, Mr Yuen has worked in various regulatory offices in CAD including flight standards, pilot licensing, airport standards, legislation, international liaison, etc.

Mr Yuen holds a Commercial Pilot Licence and he is also a trained air accidents investigator. On top of his profession in civil aviation manned aircraft, he is also a certified Competent Remote Pilot recognized by the UK Civil Aviation Authority.

Prior to joining CAD, Mr Yuen was working as a civil engineer. He was elected as a member of the Institution of Structural Engineers (MIStructE) and a member of the Institution of Civil Engineers (MICE). Mr Yuen also obtained his Master of Science in Civil Engineering from Purdue University in US and LLB (Hons) from the Manchester Metropolitan University in UK.

In recent years, small unmanned aircraft (“SUA”), more commonly known as “drone”, has been gaining popularity both in Hong Kong and worldwide. The uses of SUA range from recreation and STEM education to professional deployment for powerline inspection, surveying, 3D mapping, search and rescue operations, aerial photography and filming, drone shows, etc.  The new SUA Order will provide a forward-looking regulatory regime that can foster the innovative development and application of SUA in Hong Kong in tandem with evolving technology, while safeguarding aviation and public safety.

This talk will introduce the new SUA regime which will be regulated under a risk-based approach. Based on the wright of the SUA and the operational risk level, SUA operations of different risk levels will be subject to the corresponding regulatory requirements.  The talk will also cover the facilitating measures provided to the surveying industry under the new SUA regime.
