Locally in Hong Kong as well as across the globe, the role of infrastructure and built environment investments in shaping people’s and communities’ wellbeing and in enabling transformative change has received heightened attention, with emphasis going beyond the assessment of impact ex-ante (pre-investment) and moving onto the measurement and management of social value creation ex-post (post-investment and post-occupancy). Critically, advocates, practitioners and policymakers have turned their attention to ensuring built environment projects can be planned, delivered and operated to generate enduring social value and meaningful change, while minimising negative impact on people and the planet.

He will give an introduction to the emerging professional field of impact measurement and management (IMM), and examine its application to the built environment sector. An overview of latest advancements in social impact assessment for infrastructure and built environment projects will then be provided, with particular reference to trends and ongoing professional developments in the United Kingdom. Examples of built environment projects in UK and Hong Kong with regard to social impact measurement and management will also be provided, with discussion on emerging social impact assessment tools and frameworks and their applicability to the Hong Kong local context.
