Sr Matthew Chan is currently the Deputy Director of MJ Consultants Ltd. He has over 20 years of solid experience in full range of quantity surveying for building, MEP and infrastructure in both consulting and contracting firms, which include budgets preparation, cost plans, tendering, project cost management, assessment on variations, claims, contract advice, negotiation and settlement of final accounts.

Sr Matthew Chan also specializes in project planning and programme, delay analysis and claims preparation.

Good planning, close progress monitoring and regular programme updating are the key in committing project finance. Quantity Surveyor should not only have expert knowledge of construction costs and contracts, he/she should also have basic knowledge of construction planning and programming. In our industry, construction delay is very common. To identify the delay events and the entitlement on EOT and prolongation claims, QS should work closely with the construction and planning team.

In this seminar, Sr Matthew Chan will talk about what QS should know about Construction Planning and Programme, and brief the essential elements to develop a realistic construction programme. Sr Chan will also introduce the common terminologies used in planning and programming so that QS can be in the same language as the project team.

The purpose of the QSD PQSL 2022 is to help QSD probationers and Associate members to enrich the basic knowledge in quantity surveying practice and prepare for the APC examinations. There shall be various series of PQSL events, namely Measurement, Procurement, Standard Form of Building Contract, Contract Administration and Specialization which cover various topics such as Measurement Techniques, Measurement of Building Works and Building Services Installations, Tendering, Report on Tenders, Variation and Post-Contract Cost Control, Payment Valuation and Final Accounts, Contractual Arrangement, Liquidated Damages and Extension of Time, Direct Loss and Expense Claims, Dispute Resolution, Liquidation and etc.
