He had over 30 years civil engineering experience before setting up his BIM and Construction IT consultancy. Many project managers and QS may not be aware of the previous DEVB Technical Circular (Works) 3/2020 - DWSS for projects exceeding $300M.  The new TC(W) 2/2023 now applies to almost all DevB capital contracts to be tendered after 1 April 2023 with pre-tender estimate exceeding $30M.


This talk will explain the scope, IT requirements and possible benefits of TC(W) 2/2023. The deliverables include a centralized management platform for displaying inspection, site diary, safety, cleansing, labour return, contract management information with BIM interface as well as a real-time IoT dashboard. This is the major challenge of the new Technical Circular.


In particular, a contract management module is added in the DWSS. Many QS have reflected that since the adoption of NEC in DEVB capital works contracts, the workload of QS of both Project Manager and Contractor has been increased tremendously. Under this circular, an electronic contract management system module is added to help the parties manage the NEC communications. The challenge is the development of an NEC dashboard to show current completion dates, financial status (payments, target cost of Options C & D, BQ of Options B & D) and early warnings. The speaker, with experience in developing such system., will introduce an event-based approach to help manage NEC contracts.
