Mr Goh Ngan Hong has about 40 years of experience as a professional Quantity Surveyor. He was the Public Works Department (PWD)’s Assistant Chief Quantity Surveyor before its corporatization in 1999. He was a Vice-President and later a Senior Consultant of the corporatized entity, CPG Consultants Pte Ltd. He is currently with the CH2M Hill Singapore Pte Ltd under the Jacobs International Consultants Group as the Technical Lead for QS and Contracts Management for the East and Southeast Asia (ESEA) region.

Mr Goh obtained his BSc (Building) and MBA from National University of Singapore (NUS) and MSc (International Construction Management) from Nanyang Technological University (NTU). He is a Fellow of the Singapore Institute of Surveyors and Valuers. He is also a Member of the Royal Institution of Chartered Surveyors, Society of Project Managers Singapore and Singapore Institute of Arbitrators. Mr Goh is an Accredited Adjudicator with Singapore Mediation Centre. Some of his adjudication determinations have been published in the Singapore Construction Adjudication Review.

Mr Goh has served in SISV’s divisional and main councils for various positions since 1992. He is currently the Advisor of the QS Division. He is a member of Programme Advisory Committee (PAC) for the BSc (Building and Project Management) course in Singapore University of Social Science.

Mr Goh also represents SISV in the Pacific Association of Quantity Surveyors (PAQS) and International Council of Cost Engineers (ICEC). For his contribution to the development of the QS and cost management profession, he has received the PAQS Service Excellence Award and the PAQS Medal. He has also received International Cost Engineering Council (ICEC) Distinguished International Fellow (DIF) Award.

Graduated from National University of Singapore (NUS), Ms Jacqueline Huan Chie Sze is a Senior Cost Manager from Turner & Townsend Pte Limited, with more than 10 years in the built environment industry. Jacqueline is a member of Singapore Institute of Surveyors and Valuers (SISV) and Royal Institution of Chartered Surveyors (RICS). She has experience in various types of projects such as residential, retail mall, infrastructure in the aviation sector and she has strong experience in PPVC residential projects in Singapore. In 2016 and 2017, she participated in the PAQS-Iwata essay competition and won herself the Highly Commended Award. Currently, she is a part-time lecturer in NUS, Honorary Secretary of SISV QS Division and SISV Central Management Council and chairman of International Cost Engineering Council Rising Professional (ICEC RP).


Vincent Leong Poh Man

Vincent Leong is the current Singapore Institute of Surveyors and Valuers Young Quantity Surveyor Chair, Council Member, and Chartered Quantity Surveyor with more than 10 years of experience in Quantity Surveying, Commercial, and Contract Management. In addition to his day-to-day QS work, he assists in the preparation of Quantum Expert Witness reports for arbitration and litigation. He also assists in Contractor Security of Payment Act adjudication, providing contractual advice, advisory and support services, documentation, claims preparation, and defence alternative dispute resolution. He was the winner of the IWATA Foundation Travelling Scholarship Essay Competition in 2022 and awarded the Certificate of Highly Recommended Paper in the Practitioner category on green buildings in 2022.

Stanley graduated in 2007 from University of Malaya, Kuala Lumpur, Malaysia. Upon graduation he has been working in a consultancy firm in Hong Kong SAR and thereafter relocated to various places in Mainland China i.e. Beijing, Wuhan, Shenyang etc. He returned to South East Asia in end 2012 and permanently set up his family in Singapore.

He is currently Assistant Hon. Secretary of Singapore Institute of Surveyors and Valuers (SISV) for 2023-2025, a Professional Member of the Royal Institution of Chartered Surveyors (RICS) and a Council Member of International Chapter Region 1 of Australian Institution of Quantity Surveyors (AIQS). He is also a Certified Quantity Surveyor for AIQS and has been elected as a Director for AIQS for a two-year period commencing from end November 2022. It is worth to highlight that Stanley has been participating as an active professional member for various QS related professional bodies since 2010, just 3 years upon his graduation.

Stanley Chang joined Rider Levett Bucknall in Singapore since 2018 and currently is an Associate for the company. He is conversant with local contracting and building services practices, works closely with client representatives and consultants within South East Asia. His professional expertise comprises all aspects of construction cost management and quantity surveying services including cost planning, financial reporting, tender documentation, interim valuations, and final accounts.

Yi Min has more than 15 years of working experience in the construction industry as a quantity surveyor for consultant in Singapore. She has experienced in different sectors in the built environment industry such as construction (commercial and residential), oil & gas, facilities management and infrastructures.

She was the winner of the IWATA Foundation Travelling Scholarship Essay Competition in year 2016 and 2020. She was also awarded the Certificate of Highly Recommended Paper in the Practitioner category on green buildings in year 2016 and 2022.

She is also Member of Singapore Institute of Surveyors and Valuers (SISV) and actively hold official duty in the council. She chaired the Young Quantity Surveyors committee in the SISV council from 2017 to 2021. She is also serves in the Education and Accreditation Committee and Membership Committee in SISV. She has a strong passion in the quantity surveying and often attend career talks to share with young professions on the industry prospects and personal development during her tenure in SISV as a Chairman of Young Quantity Surveyors. She is currently the Chair for PAQS Young QS Group.

Apart from her work, she enjoys spending time with the less privilege people and giving back to the society.

1st Title: UPDATES OF SOP REGIME IN SINGAPORE - CHANGES AND CHALLENGES

SYNOPSIS

The Building and Construction Industry Security of Payment Act (“SOP Act”) came into operation in Singapore in 2004. It seeks to improve cash flow in the construction industry to allow parties to seek progress payment for work done and to provide fast and low-cost adjudication to resolve payment disputes. Since then, there have been amendments, which are intended to address shortcomings and ambiguities in the SOP Act that became evident in cases before the Courts and adjudicators.


The speaker will review the development of the framework of the SOP Act and make reference to recent case law developments. He will also share practical experience on how Section 17 of the SOP Act has been considered with respect to claimants’ claims and respondents’ cross-claims and other practical issues arising from the SOP Act. The Speaker will also look at the challenges ahead and moving forward as an industry to manage SOP matters.

2nd Title: Role of Young Professionals in Built Environment Industry Transformation Map (BE ITM)

SYNOPSIS
The Construction Industry Transformation Map (ITM) was previously launched in 2017 with the aim of developing the Built Environment (BE) sector into an Advanced and Integrated Sector through adoption of new game-changing technologies. The Construction ITM together with the Real Estate (Facilities Management) ITM have been integrated into one Built Environment ITM (BE ITM) launch in September 2022. This refreshed ITM has further enhanced the previous three focus areas as follows:


1. Integrated Planning and Design (IPD)
(to build from the existing efforts for Integrated Digital Delivery (IDD))


2. Advanced Manufacturing and Assembly (AMA)
(to build from the existing efforts for Design for Manufacturing Assembly (DfMA))


3. Sustainable Urban System (SUS)
(to build from the existing efforts for Green Building)


The transformation journey with the refreshed ITM is continuing shaping the Singapore BE sector. This has also helped shape the mindset of the young professionals and increase their involvement in the journey of new construction technology, digitalisation and sustainability.

3rd Title: The QS Generations Project - Retaining Our Young Talents

SYNOPSIS
From the Silent Generation to Gen Z (or even Gen Covid).
From the Snail Mail era to the Instant Text Messages age.
From the taking off paper to the BIM Modeling application.


The Generations of Quantity Surveyors (QS) have evolved enormously following the global trends, and similarly goes to the perspective, perceptions and expectation towards our industry. While we strive to retain the young talents to join us, we must first understand them and address or even respond to their excitements, as well as their concerns and fearfulness in joining us. Have we too ignorance to their needs? Or we are not able to accommodate their requests? Or our young talents are just asking for too much (overdemand)? Do they deserve it? Or not?


The topic was not to serve any “justice” for the above, but to create a platform for understanding and to bridge the gap among our QS generations via constant communications. We must be prepared to facilitate our young talents to excel and elevate to the next successful generations in this industry, notwithstanding the continual transformation from the entire construction industry including the stakeholders’ critical development and demands. We must begin to initiate the healthy change. It’s just now or never!
